Olivier De Schutter, UN Special Rapporteur on extreme poverty and human rights, who participated as a keynote speaker, stressed that governance at various levels should be improved to realize economic, social, and cultural rights and that local governments at various levels should strive to promote the economy, society, and culture. Emphasizing that poverty should be understood not as an economic problem, but as an area of infringement of rights, he also suggested directions such as the national subsidy system and the tax system to solve this problem.
