제11회 세계인권도시포럼 배경

1. 전 세계적인 코로나19 대유행을 겪고 있는 도시들은 시민들의 생명과 건강이 위협받고 인권이 침해당하는 상황에 맞서 이들의 인권을 보호하고 증진시키기 위한 지속적인 도전과제를 안고 있습니다. 코로나19의 세계적 유행은 인류에게 경제, 지역사회, 환경, 정치, 문화 등 다양한 분야에서 일상생황을 불안하게 만들었고 크나큰 영향을 끼쳤습니다. 이는 실업률 증가, 불평등 확대, 차별 확산, 장애인이나 노인과 같은 사회적 약자들의 취약성 노출과 같은 인권문제가 확대되고 심화되었을 뿐만 아니라 표현의 자유나 집회의 자유, 사생활 보장 같은 기본적 자유마저도 심각하게 침해당했습니다. 성 평등은 흔들리고 있으며, 많은 경우 후퇴하기도 했습니다. 또한 인종혐오와 이로 인한 희생은 늘었으며, 인종폭력과 같은 인종차별이 급증했습니다. 코로나19에 의해 야기된 큰 균열은 사회적, 문화적 차원의 불평등은 물론 불평등과 차별의 연결고리가 명확하게 드러났습니다.
   
   모든 대륙과 지역에 영향을 끼친 코로나19의 향방은 인권보호와 도전과제에 직면한 공공서비스의 대응에 따라 크게 좌우됩니다. 지역이나 지방정부는 최전선에서 이러한 문제에 대응하고 도시와 지역사회를 구축하기 위해 노력하고 있습니다. 우리는 포용의 기회도 될 수 있고 포용의 장애물도 될 수 있는 기존 제도적, 법적, 비공식적 틀을 점검해서, 반인종주의와 차별금지가 핵심의제로 성공하도록 도와주어야 합니다. 또한, 지방정부는 연대를 촉진하고 시민사회가 함께 협력해서 공동체를 복원하며, 인권원칙과 참여에 기반한 새로운 사회계약을 다시 이끌어 내는 데에 중요한 역할을 해야합니다.
   
   그러나 현재 상황은 지속되어 왔던 위기마저도 해결하지 못하고 있습니다. 인류가 엄청난 공중보건 문제에 직면해 있는 동안에도 기후 변화는 여전히 지구 생명체의 근간을 위협하는 가장 중요한 문제입니다. 코로나19 위기를 극복하는 동안에도 기후문제는 전 세계 국가나 지역에서 불평등을 심화시키고 분열을 더욱 악화시킬 수 있습니다. 따라서 앞으로 우리는 현재와 미래 세대의 인권을 보장하기 위해 이 두 가지 큰 문제를 함께 다뤄야 합니다. 모든 정부는 위기를 극복하고 이겨내는데 있어 인권 실현을 위한 지속가능발전 모델을 구현하는데 보다 중점을 두고 대응해야 합니다. 코로나19 이후 그 누구도 소외되지 않고, 더 나은 세상을 구축할 수 있는 기회가 우리에겐 있습니다.

제11회 세계인권도시포럼의 포럼 주제와 목적

1. 제11회 세계인권도시포럼(이하 ‘포럼’)의 주제는 ‘재난과 인권: 새로운 사회계약’입니다. 인권은 삶의 기본가치이자 원칙 이라는 보편적 합의는 위기의 상황에서도 예외가 아닙니다. 따라서 오늘날 재난이 가져다 준 위기를 극복하고 더 공정 한 일상을 새롭게 구축하기 위해서는 인권 기반 접근법이 더욱 중요합니다.
   
   이와 관련하여, 올해 포럼은 코로나19의 전 세계적인 유행으로 인한 중요한 당면 과제에 내재된 인권문제를 종합적으로 검토하고 이를 통해 교훈을 얻고자 합니다. 또한 지난 20년간 지역이나 지방정부가 개발한 인권정책이 비차별, 평등을 포함한 모든 인권을 아우르는 새로운 사회계약의 발전을 어떻게 구축하고 고취시킬 수 있는지도 탐구할 것입니다.
   
   도시는 보다 공정한 발전을 위해 중요한 역할을 할 것입니다. 지방정부가 이 문제를 진지하게 접근하지 않는다면 코로나19를 계기로 우리 사회의 병폐는 드러나게 되고 더욱 심각해질 것입니다. 포럼은 우리에게 닥친 문제를 보다 심도 있게 이해하고, 인권도시가 회복력 있는 지역사회를 건설할 수 있는 방법을 찾아볼 것입니다.

주요 논의사항

1. 이번 포럼에서 우리는 정치인, 지방정부 공무원, 인권운동가, 학자, 국제 인권기구 대표 등과 포럼 참가자들이 함께 생각과 지혜를 모아 다음 4가지 사항을 중점으로 이야기 할 것입니다.
2. 첫째, 보편적인 건강관리, 사회보장, 적절한 주거, 교육, 성 평등, 비차별 등과 같은 주요 문제를 논의할 것입니다. 이와 같은 문제를 당국이 잘 다뤄왔다면 코로나19 위기에 더욱 잘 대처할 수 있었을 것입니다.
3. 둘째, 지역 차원의 통찰력과 실무경험을 공유함으로써 지방정부가 장·단기 과제에 대처할 수 있는 인권기반 해결책을 찾아보고자 합니다.
4. 셋째, 교육 및 훈련을 통해 지방정부 공무원, 청년, 시민들의 인권의식 증진 방안을 논의하고자 합니다.
5. 넷째, 국제인권운동 강화 방안을 모색하고 인권보호 실현을 위한 UN 및 지역 메커니즘과의 대화를 강화하여 인권도시 간의 연대를 도모할 것입니다.

The Background of the 11th WHRCF

1. Confronted with the global COVID-19 pandemic threatening the rights to life, health, and other human rights, cities have been faced with the challenge continuing their work in protecting and promoting human rights of their citizens. It has had a great impact on humankind, destabilizing everyday life in diverse areas such as economy, local communities, environment, politics, and culture. The pandemic has widened and deepened human rights challenges: increasing unemployment, expanded inequalities and exposed discrimination, uncovered the vulnerability of people such as the elderly and persons with disabilities as well as basic freedoms such as the freedom of expression, assembly and privacy have been severely curtailed. Gender equality is faltering, and in many cases even reversing. Incidents of racial hate and scapegoating have increased over the past year and there has been an upsurge in racial discrimination, including racial violence. In the cracks created and widened by Covid, the social and cultural dimensions of inequalities have made themselves clear, as well as the links between these inequalities and discrimination.
   
   The pandemic has affected all continents and regions, and the ways forward depends strongly on the protection of human rights and public services’ response facing the challenges. Local and regional governments are at the front line to respond to these challenges and build the cities and communities of tomorrow. There is a need to examine existing institutional, legal, and informal frameworks that create opportunities for, and barriers to, inclusion, and which can help to explain the successes of anti-racism and anti-discrimination agendas. Local and regional governments play a crucial role in fostering solidarity and creating opportunities to make civil society come together and to contribute to the resilience of communities, while re-inventing a new social contract based on human rights principles and participation.
   
   However, the current situation has not resolved previous crises. While humankind is facing huge health issues, climate change still represents one of the most important threats to the very foundation of life on planet earth. While building forward fairer from the Covid crisis, the climate challenges may further aggravate inequalities and divides at global, national, and local levels. Thus, the agenda of the future has to combine these two mega challenges in order to ensure human rights of present and future generations. As recovery strategies and reconstructions plans are being developed, the implementation of sustainable development models realizing human rights is more than ever a priority that should be at the center of all government’s response. Here is a chance to ensure that the post-Covid world is one that is built back better, one in which no one gets left behind.

The Goals and the Theme

1. Human Rights in Times of Challenge: A New Social Contract. The universal understanding that human rights are the basic values and principles of life faces no exception even in the face of crisis. Accordingly, human rights-based approaches are today even more urgently needed in order to overcome crises and rebuild a fairer version of everyday life.
   
   In this regard, the 11th Forum aims to comprehensively examine the human rights issues inherent in the current profound challenges brought about by the pandemic and harvest the lessons learned. The 11th Forum will explore how human rights policies developed by local and regional governments over the past twedty years can build and inspire the development of a new social contract embracing all human rights including non-discrimination and equality.
   
   In the attempts to build forward fairer, cities will play a key role. Without a profound commitment by local governments, the ills of our societies so clearly unmasked and accentuated by the COVID-19 crisis will be deepened in years to come. The WHRCF will contribute to the understanding of the challenges and explore the ways for human rights cities to build resilient communities.

Main Agendas

1. Focusing on the following four points, the Forum will gather the thoughts and wisdom of the forum participants: Politicians, local government officials, human rights activists, academics, and representatives of international human rights bodies.
   
   First, the Forum will identify key issues such as universal health care, social protection, adequate housing, education, gender equality, non-discrimination etc. all of which, if they had been addressed by authorities, would have permitted a better handling of the Covid pandemic.
   Second, the Forum intends to find human rights-based solutions for local governments to cope with short-term and long-term challenges by sharing insights and practical experiences at local level.
   Third, the Forum will discuss the ways of promoting awareness of human rights of local government officials, youth, and citizens through training and education.
   
   Fourth, the Forum will promote solidarity among human rights cities by exploring ways to strengthen the international human rights movement and to reinforce the dialogue with UN and regional mechanisms towards the realization of human rights protection.
