World Human Rights Cities Forum “Blended Learning Course on Local Government and Human Rights”

Last September, Gwangju Metropolitan City, Raoul Wallenberg Institute of Human Rights (RWI), and The United Cities and Local Governments Asia Pacific (UCLG-ASPAC) signed on Memorandum of Understanding(MOU) to provide international human rights education every year. As a result, the 2nd “Blended Learning Course on Local Government and Human Rights (BLC)” was conducted through online this year.


The 2nd BLC targeted around twenty participants from fifteen cities in eight countries, including Indonesia, Myanmar and Nepal in order to achieve the localization of the sustainable development goals (SDGs) with human rights by officials of local governments and public organizations in Asia.


On May 18, the launch of 2nd BLC was successfully held under the theme of “How the city applies human rights based approach in responding to the COVID-19 pandemic?” with more than 100 local governments, civil society organizations, and the academe from Asian countries including Morten Kjaerum (Director of RWI); Bernadia Irawati Tjandradewi (Secretary-General of UCLG-ASPAC); Mayor of Salatiga (Indonesia); and Mayor of Makati (Philippines).

Gwangju Mayor LEE Yong-sup introduced a systematic strategy in handling the COVID-19 outbreak based on the May spirit with democracy, human rights, and peace through the webinar. In particular, Mayor LEE emphasized that he will present “Gwangju Human Rights Agenda 2030” during the 10th WHRCF and formalize the operation of “Gwangju International Human Rights Education Center”.


Since the launch, participants were trained about human rights, SDGs, and other related contents through online from May 19 to June 7. The participants are drawing up a project plan for SDGs localization in their cities by the end of this month and will implement their projects in their own cities between July and September. 


The participants of BLC will examine the online curriculum and evaluate the overall project through an on-site workshop at the 10th World Human Rights Cities Forum.
