Cities around the world are playing an increasing role in addressing climate change. We are seeing increasingly that cities are taking this leadership role very seriously. For example, we are seeing in many countries around the world that cities are effectively able to reduce their average per capita greenhouse gas emissions more than the national average. A lot of these achievements are also driven by increasing cooperation among cities to address climate change. C40 cities, which is the global network, is a good example of this and now with 96 member cities, it makes up more than 20% of the global economy. Increasingly these initiatives are also trying to integrate human rights issues. For example, the Global Green New Deal under the C40 coalition, aims to create citizen communities where everyone will have the right to clean air, a living wage, good green jobs, protection from extreme weather, healthy local food, a safe place to live and green spaces to enjoy.

There is no national boundary for environmental harm. Climate crisis goes beyond national borders, we have observed right holders claiming their rights at many different levels at the local, national, and international levels. The international community finally should accelerate the implementation of the Environmental Rule of Law to address climate injustice and promote human rights. Environmental Rule of Law highlights environmental sustainability by connecting it with fundamental rights and obligations. Environmental Rule of Law also provides a foundation for environmental rights, including the rights to access information, to participate in environmental decision-making, and access to justice.
